The problem of elimination

In fact, in recent years, the cost of the wind power has been reduced rapidly, but the serious dumping of wind in some areas has eaten away the economy of the wind power project and also hindered the further decline of the electricity cost of the wind power.

“The problem of the consumption of renewable energy is a social problem which requires the whole society to encourage, understand and support each other.” Wugang said.

As a leader in the new energy field, Wugang admitted that renewable energy development is inseparable from fossil energy. “The two should join hands and work together to overcome industrial problems.” In addition, coupled with the guidance and adjustment of the pertinent policies and measures of the competent departments, the problem of renewable energy consumption is expected to be effectively solved.

“At present, with the support of the central government, the scale of China’s renewable energy added and installed capacity has ranked the highest in the world. However, the power generation ratio of renewable energy is still not high. The problem of abandoning the wind in some areas is still urgent to be solved. This is mainly due to the policy assessment of renewable energy development, which is still based on target guidance and is not mandatory. Wugang said.

In this regard, Wugang suggested that the development objectives of renewable energy should be decomposed to governments, power grids and power generation enterprises at all levels to make it a mandatory assessment target and to clarify the obligations that the relevant subjects should undertake. Specifically:

First of all, the management of renewable energy quota system should be introduced as soon as possible.

Secondly, carry out the green energy certificate mandatory transaction of renewable energy.

Simplifying the approval of distributed energy project

The scale of centralized large wind power and PV installed in China has achieved great leap forward development. However, compared with the development of the European countries such as Denmark and Norway, there is a big gap between the technology level and the commercialization ability of the distributed energy.

In the “crossroads” of wind power industry development, decentralized wind power is considered to be the next blue ocean. WISCO indicates that the wind turbine is made up of a large number of rotating components, such as generators, wheels, and blades, and the safety requirements are high. As far as distributed PV is concerned, the approval procedures of the distributed wind power project are more complex.

To this end, he brought the proposal on promoting the development of distributed energy. It is introduced that in the process of the development of distributed energy in China, the development of distributed energy is affected by the complex procedures of project approval, grid planning, land, engineering construction, near cancellation transaction mechanism, project financing and so on.

“At present, the distributed energy projects are mostly in the form of two or more than two kinds of energy combinations. When processing approval procedures, a developer should disassemble a distributed energy project into multiple sub items for approval. For example, the wind power took a set of approval process, photovoltaic a set of approval process, the triad for another set of approval process, the subject, conditions, procedures and processes are different, leading to a longer project approval cycle. Wugang said.

Therefore, Wugang proposes to promote the healthy and orderly development of China’s distributed energy by standardizing and simplifying the approval procedures for the construction of distributed energy projects, making and perfecting the distributed power market transaction scheme, making the multi energy complementary energy control (dispatching) standards and constructing the diversified social capital investment channels.
